if you are a US citizen, expect a year to 3 years. if you're a resident, it's at least 5 years.
unfortunately, there is no way to expedite a case. if you are a citizen, you may apply for the k3 as soon as USCIS approves your i-130. with a k3, your husband will be able to join you in the US in a year or two. but, there will be lots of paperworks to fill up (adjustment of status, work permit if you want him to work....) and it takes probably at least 6 months to get a reply.
so... take your pick. either way, it still takes a long time for your husband to be able to establish his life with you here.
with the immigrant visa, he'll be able to start his life as soon as he enter... but the processing takes a long time. with the non-immigrant one (k3), it's faster for the two of you to be together... but you'll have to be the one to support your family until your husband's papers are ready.
petitioning your Husband...what does that mean?
I know a guy that had to go to the country his wife was from and work with the embassy to get her back here. There are faster ways but I don't know of a normal route for them.
